Businesses will remain open as Construction continues – “The Big Bear Village Renaissance”

All Village Businesses will remain open during construction, which started on April 8, 2013 and will continue, non-stop, through the summer and fall.

The contractor for the project, Matich Corp,  has promised all the merchants in the project area, that pedestrian access as well as access from public parking to business entrances is maintained at all times during the construction .

Any merchants who have  access issues are instructed to contact Matich at their Village Construction office located at 571 Pine Knot Ave., in the Mountain Lake Reality center, behind Big Bear Tattoo.

Parking will always be available in the public lots, Bartlett Parking lot, Indian Village Parking lot on Village Dr. or on one side of Pine Knot Ave and Village Dr. for the duration of construction estimated to be ongoing through September of 2013.

The Project is being funded with money from the County of San Bernardino’s SANBAG transportation projects grants and dollars from the City’s measure YY funds, set aside specifically for such capital improvement projects, as  they are designated and approved by the City Council. In March, 2013 the City Council voted unanimously to use the County and Measure YY funds to complete the Village construction project. The project was originally approved as it was planned in 2011, when it was part of the Village Specific Plan update and re-visioning process spearheaded by the City’s former Development and Housing Director, Lyle Haynes. At that time, it was to be funded entirely by the City of Big Bear Lake Redevelopment Agency. Both Mr. Haynes’ position and the agency itself has since been dissolved as the by-product of legislation introduced by California’s Democratic Governor, Jerry Brown and ultimately approved into law by State legislators.

With the funding lost for construction in April of 2012, the City of Big Bear Lake, Village Merchants, Restaurants and Lodges were left holding the proverbial bag along with nearly 1 million dollars worth of plans and specifications for the project, that took nearly 3 years to assemble. And no way to build it.

Village businesses, for the most part, are looking forward to the major improvements to drainage and lighting and the new sidewalks and additions to landscaping will be a great improvement to the overall look and feel of the Village and will surely elevate the visitor experience beginning later this summer.

Still to be addressed, are several of the concepts and projects developed by the Village re-visioning process. The process was led by the City’s Redevelopment Director, Lyle Haynes and documented by the City’s consultant and Land Planner RRM Design Group through a long series of meetings between City Staff, the Consultant and a committee of community stakeholders, property owners and citizens at large (Village Specific Plan Update Committee 2009-2010). These projects would include landscaping and underground utilities on Bartlett Rd., additional public restrooms, tour bus parking and loading area, and additional public parking to support more and larger events in the Village.

With plans either complete or in development and construction  awaiting a funding source and approval by the city Council, are the other projects aimed at creating additional use and improving parking and circulation in the Village. The Knickerbocker Trail improvements and the creation of a Village Events Complex with an outdoor amphitheater and its own parking element adjacent to the Bartlett Parking. Some of this could start in the spring, 2014.

Funding for derailed “Village Renaissance” Improvement Project Identified by Big Bear Lake Mayor

New rules for distributing San Bernardino County Measure I dollars and sub-committee approval by SANBAG members has given new life to the 4 million dollar Big Bear Lake Village reconstruction project that was to commence last April. That was when, just hours before a scheduled ground breaking ceremony, the State of California Department of Finance notified the City that the Improvement Agency Funds allocated to pay for the work should be sequestered until it could be ascertained that use of the funds was allowable under the rules (old and new) the Agency had to work within.

More than $3.5 million is potentially available for qualifying improvements on Pine Knot and Village Dr. as some of the planned improvements do not qualify and will have to be paid for by other funds (one source would be the loan repayment from the former IA to the city).

At their regular meeting on September 24, the balance of the Big Bear Lake City Council was unanimous in greeting the news from Mayor Bill Jahn, who happens to represent Big Bear Lake as President of the Desert-Mountain Region at SANBAG and sits on the SANBAG Board of Directors.

Mayor Jahn, a vocal supporter of the Village Improvement Project, and other Council Members were extremely disappointed that the project, and nearly 3 years of planning, was unplugged at the eleventh hour by forces outside of local control. Since April, nearly all the city council have made comments promising the community that alternate funding would be sought-out  and the ‘Village Renaissance Project’ would be completed, as planned, sooner rather than later.

When the financial commitment between SANBAG and the City of Big Bear Lake has been formalized in October, a construction schedule will be prepared with work beginning by Contractor, Matich Corporation, as soon as weather allows in 2013 and being completed prior to July, 2013. This is great news for the community and is sure to be well received by Village businesses as a much needed shot in the arm for what has been a real struggle during the past several years of National Economic Recession and a very slow recovery to date.

Big Bear Lake Village to Undergo 4 Million Dollar Update in 2012

Starting in April, 2012 the Village, Big Bear Lake’s Shopping and Dining District on the South Shore of the lake, will begin a rejuvenation project replacing worn sidewalks, curbs and outdated lighting for streets and sidewalks and replacing and extending landscaping throughout the Village. All the scheduled work is within the Village Improvement District and is funded by Big Bear Lake Improvement Agency (IA) Property Tax Increment Funds received by the City’s Improvement Agency in past years. The work will not require any new bonds, taxes or assessments to property owners anywhere in the city. Just recently the California Supreme Court upheld Governor Jerry Brown’s democratically supported abolishment of all Improvement Agencies and the possibility of any community in California funding this type of improvement through existing property tax assessments via Improvement Agencies.

The 2012 Village Improvement Project implements several of the specific desired improvements developed as part of the Village Specific Plan Update process that started in 2009 and made part of the Capital Improvement Projects Plan for the City of Big Bear Lake in 2011.

The only other major work to the Village occurred in 1990-92 which included the first sidewalks, curbs and gutters in the history of the Village. Since then Improvement Agency Projects in the Village have included drainage, parking lots, and the extension of Improvements to Landscape and Lighting with the annexing of properties into the Village Assessment District (VAD) like the Northwoods Resort and The Club. The VAD assesses properties on Village and Pine Knot a Per Lineal Foot assessment collected each year to pay for a share of the cost of maintenance, utilities and replacement of curbs, gutters, landscaping and lighting within the VAD. No increase in the current assessment is anticipated in regard to the 2012 Village Improvement Projects.

The former Improvement Agency Board was made up of incumbant Big Bear Lake City Council Members, the current City Manager and supported by City Staff from Planning, Building and Safety and the City’s Economic Development Director. The Successor Agency charged with completing ongoing projects/commitments and unwinding the former IA has been formed by law per the new California Legislation.

2012 Village Construction hi-lites include the improvement of the former Knickerbocker Creek County Stormdrain Easement with construction of a mixed use trail for bicycle and pedestrian use from Village Dr. to Big Bear Blvd and adding Village Parking on Knickerbocker with a foot bridge over the drainage canal and a lighted path to Pine Knot Av. Construction features for the trail include various styles of fencing, lighting and landscaping elements. This portion of the construction is the beginning of an extensive trail system that will encourage pedestrian and bicycle use anc connect various neighborhoods in the city to the Lake, Village and Forest.  More on the details of the various phases and segments of the 2012 Construction Project in the City of Big Bear Lake Presentation.
